The Spanish uses an unfortunate turn of phrase, but I think this is the idea. Thanks!

Fixed-term contract

Explanation:
I am just thinking about a former employment at UN which was a short-term contract going by the name of fixed-term contract. Hope this may be helpful.

allocated finance which funds a term of employment

Explanation:
It can also be understood as finance or a budget which funds an initial fixed-term contract of employment.
The description is of a contract of work which employs an individual to carry out the duties required by a standard and regular position of employment, with finance or a budget which lasts for the specified time period of a fixed term contract of employment. Once the individual employee has completed the initial 12 month time period in the same designation, and has also completed the work stipulated in the additional time period while continuing to carry out the required services, the contract becomes a permanent designation in the same place of work.
