Anche ammettendo che qui "facility" abbia il significato che dici, come si potrebbe spiegarne la presenza nei contesti in cui si trova, cioè nelle espressioni "facility costs" e "facility operations"? Non si tratta forse chiaramente dei costi di gestione e delle operazioni relative a una struttura fisica, che cioè quella dove si svolge il torneo o campionato in questione?
Facility è anche linea di credito, non posto perché non ne sono sicura in contesto, ma fossi in te controllerei tutto il testo, potrebbe riferirsi a quello.
