I haven't encountered this expression in a lawyers retainer agreement/lettre de mission of a law firm yet. I suppose it means drafting legal documents (such as contracts, mémoires, conclusions, dire à expert, etc.) which takes a fair amount of billable time. But the expression "working on papers" is broad. It can't be translated by "rédiger" or "corriger" or "élaborer" (because this doesn't include many other works on papers, such as reviewing them, reading or discussing a file). So I would keep is as broad and general as in English and translate by "travail sur des documents" or "tous travaux sur des documents"

  -> Merci, mais chacun peut faire un effort de recherche, non ?// travail sur dossiers est une expression courante surtout dans ce contexte et dans ce cas, expression réduite à sa plus simple expression !

agree  Ninon Rauh: Oui sauf qu'en pratique le dossier est souvent synonyme d' "affaire". En tant qu'avocat on travaille parfois sur un "dossier" sans jamais examiner ou rédiger de documents.
