: you are on the right track, but you omitted the fact that this "language waiver" is only temporary - The French version of all these documents is STILL due, only not immediately / together with the EN version.

"dispense linguistique temporaire" ? to make it short (and ambiguous)
This "language waiver" is a waiver of the obligation to use French in the proceedings as one of the parties is French speaking - it's potentially wider than "translating documents".
"langue obligatoire" in the sens that each party is entitled to use its own language.
... within the time-limit set in the language waiver
can't see how to make it shorter

Here the context makes it clear enough what this "renonciation linguistique temporaire" could be, however vague it might sound on its own.

within the time-limit set in the language waiver
>

Far more accurately ?

Discussion
The sentence appears in a reply provided in the context of a legal procedure before a European court.
"X’s failure to provide Y with a French-version within the time-limit set in the language waiver cannot cause their invalidity."
Y claimed that the decision submitted by X (a European agency) was not valid because X failed to provide Y with a French version of the decision within the time-limit set in the language waiver.
X replied with this sentence.
Other sentences in the document that might help :
"On ..., Y conditionally waived its right to receive documents, including [the decision] in French.
Through the language waiver, Y authorized X to address [the decision] in English."
"The authorization was temporary as Y requested X to issue [the decision] in French within a time-limit of 15 days as from the issuance of the English-version"
