agree  Luis M. Sosa: Source text is a bit confusing. It seems to suggest 3 types of operations, namely (1) FX, (2) issue and trade bonds and (3) borrow money; but 1 makes sense only as a prerequisite of 2 and 3.

This is what I used, after considerable research, when this exact phrase came up in a translation I did last year.

As I understand it, "obligar cambiaramente" just means to bind XXX (in this case, the National Committee) by issuing instruments (think "letras de cambio") payable in their name.

I don't think it has anything to do with foreign currency exchange here.
