"Este edificio, conocido como las Galerías Arrubla servía como sede de la Casa Municipal y también se convirtió en el primer centro comercial de Bogotá. El 20 de mayo de 1.900 ya entrada la noche, una patrulla que hacía ronda sobre la Plaza de Bolívar da la voz de alarma sobre un incendio en el local de una sombrerería administrada por el ciudadano alemán Emilio Streicher y que se encontraba dentro de las Galerías Arrubla.

El incendió duró tres días, dejando la destrucción total del edificio, así como del archivo histórico de la ciudad, donde se guardaban todos los documentos recopilados en dos siglos y medio de administración colonial y en uno de vida republicana".

"Desafortunadamente, en la noche del 20 de mayo de 1900, un incendio provocado por el alemán Emilio Streicher en un local de su propiedad, en donde funcionaba una sombrerería - y con la intensión de cobrar el seguro que amparaba el negocio-, acabó con la edificación; destruyó la sede de la compañía de teléfonos, algunas casas vecinas y convirtió en cenizas el archivo histórico del Concejo, con lo cual se perdió toda la documentación colonial de la ciudad".

In this context, they're making reference to the fact that the historical archive kept documents that had dated back to the colonial times, during which the cabildo colonial system was in place -- see the link https://bit.ly/2Wu2Z73.

"1. Oficios electivos
El fuerte componente electivo de los cabildos castellanos se mantuvo intacto durante los primeros momentos de su transplante a Indias hasta que, a partir de 1591, Felipe II dio comienzo a la venta de los cargos de estas instituciones. Con todo, a pesar de la generalización de estas transacciones, muchos oficios mantuvieron su carácter electivo."

Philipe II introduced the system of the sale of offices, according to the book https://bit.ly/3fqlkKP. This book is called "Sale of Offices in the Seventeenth Century."

"Office" in this case relates to definition no. 5 in this dictionary entry:

  -> Yes, I'm pretty certain. It's relating a fire that broke out in 1900 that destroyed the historical archive of Bogotá. In fact, the original text resembles very much the text in this book on page 114: https://bit.ly/3dlEpMq -- see how similar the text is.
