even with/*in fact confirmed by* the additional info (BTW that's more or less the usual) it STILL MEANS "Rate applicable for groups of minimum one paying participant [i.e. not counting the tour escort and driver(s) that customary don't get charged]

As is that you don't need to bring more than one group (to a hotel or a restaurant or a museum ...) to ask for a "group price" - it's simply assumed/customary.
Rate applicable for groups of minimum one = rate applicable for groups of minimum one group
1. You agree that the Coach Driver will be provided free of charge, with a meal or a show & meal.
2. You agree that the Service Escort will be provided, free of charge, with a meal or a show & meal.
3. You agree that 01 client will be provided with a free meal or free show & meal for every 10 paying clients. This will be available up to a maximum of ____ clients free
4. Tap water and bread are included free of charge, if requested by clients.
5. Rate applicable for groups of minimum one.
6. 50% reduction for children between 0 and 16 years.
IOW, I wouldn't be looking for any "mistakes / missing elements" this clause simply means:
these negotiated "groups prices" are applicable for groups of at least: one participant.
Juste pour en avoir le cœur net:
what's the whole sentence? Maybe including the one before and the one after.
Unless a template for pricing was used, and filling "one" for the minimum number would be simply a way of saying "there is no minimum number of participants, even only one is fine" - in fact it seems that in this case the tour operator is flexing its muscles and asking for a "group price" even for only one guest.
