: expressed that way it almost sounds as if the download forced itself on the user. and the user gave up resistance and agreed to the download - makes no real life sense - except for malware, but that's a totally different context.

I can't see ANY of these meaning possibly making sense if it's about someone downloading confidential information when they shouldn't.
The only meaning that could make sense (but even that is rather a tenuous link) is:

i.e. user shouldn't permit anyone else to download confidential information randomly in various parts of the IT system.
