I can't see ANY of these meaning possibly making sense if it's about someone downloading confidential information when they shouldn't.

The only meaning that could make sense (but even that is rather a tenuous link) is:

i.e. user shouldn't permit anyone else to download confidential information randomly in various parts of the IT system.

L'utilisateur ne saurait de son gré/à son gré/volontairement/délibérément télécharger, copier, sauvegarder ou créer quelque fichier contenant des Renseignements confidentiels sur un système étranger (à XYZ).
