I understand this sentence as: "Arbeitskräfte sind beschäftigt bei"..."Dienststellen" und "gleichgestellten Einrichtungen...der ausländischen Truppen" ...und... "internationalen militärischen Hauptquartiere". Is this corret, more or less?

Clive, this is about NATO, as I see it.

Agree with you. Unit doesn't make any sense to me (and I went to more than one American base in Germany!). Cf.:
"Unterstützung der NATO-Dienststelle Allied Command Transformation (ACT) durch sogenannte Exzellenzzentren (Centres of Excellence - COEs), Kriterien für die Zertifizierung als NATO-COE"

However, ACT is actually a "Hauptquartier" and according to this here, I assume they mean the Centers of Excellence:

Thanks all, I have settled on military unit as the job had to go out and there are numerous supporting references. I believe it means the distinct "unit" for which someone works, rather than the overall military. I have also seen it as office or department but I liked unit better as it sounds more like a part of the command chain. Thanks again.

From the sentence, it seems it refers to the staff employed by at various foreign military installations (including the headquarters) in Germany

More context would be useful, Daniel. It seems the writer is referring primarily to the Bundeswehrverwaltung and its equivalents in the foreign forces stationed in Germany.
