Asker: Désolé si ma question manquait de contexte mais il s'agit d'entreprises au-dessus ou au-dessous d'un seuil prédéfini (pour la statistique). Je pensais au départ à grandes entreprises d'une part et à PME d'autres part, mais plus loin dans le texte j'ai l'expression "SME". Il doit s'agit d'un seuil propre à la Chine. Je voulais savoir si quelqu'un connaît l'expression éventuellement employée en français.

As for the inquiry regarding "what 'government'", the Asker was inquiring about an business/economics issue in China. The Chinese government is very bureaucratic and hands-on in how businesses, their military, and everyday civilian life is to operate. They don't really know "laissez-faire". Hope that helps. :)
