This is from a policy paper about Syrian Hezbollah. The full phrase is:

تشكيلات عسكرية تكوّنت في سوريا خلال سني الثورة السورية الأربع إلا نيف، وجرى الحديث عنها مكثفا خلال الإعلام

I mean the expression إلا نيف is wrong... The right expression is ونيف and إلا قليلا
نيف means زيادة

يَا أَيُّهَا الْمُزَّمِّلُ. قُمِ اللَّيْلَ إِلَّا قَلِيلًا
