Desde las décadas de los 70-80 surgen en todo el mundo organizaciones de la sociedad civil con la finalidad de concientizar a la sociedad sobre la importancia de proteger el medio ambiente y proponer a los gobiernos acciones para revertir el deterioro ecológico, construyendo debates, de la mano de comunidad científica, en torno a los conflictos e inequidad producto de los modelos de crecimiento económico y sus externalidades negativas. Sin embargo, el tema **no logró tener suficiente jerarquía** para orientar políticas en los gobiernos ya que primaron los intereses económicos, por lo que el deterioro ambiental avanzó.
