I think "assess/evaluate" is the right verb here - even successful projects need to be studied to see what can be improved, what can be added etc.; "appreciate" seems too vague in this context, which is discussing how plans can be used.

Explanation:
I had exactly the same term this morning and in the end I translated 'valorizar' as 'appreciate, as in 'appreciate the value'.

Although it could mean 'assess', I think that because the experiences are already considered successful and, therefore, don't need to be assessed, it's saying that their value has to be appreciated.
