Иными словами, понятно, что речь идет о начальнике (директоре, руководителе, главе) налогового управления (департамента внутренних доходов и проч.). указанного государства. Лично руководителю никто ничего не платит. Имеется в виду Inland Revenue Department.

Соответственно:

Продавец обязан уплатить все суммы, подлежащие уплате (или: произвести все платежи) по расчетам с Департаментом внутренних налогов (или: Управлением налоговых сборов, или: Налоговым управлением)… (далее по тексту).
