Spanish term or phrase: observatorios

From a text on Argentine employment policy. This clearly refers to monitoring agencies, but the use is repeated throughout the text and i was wondering is there is a specific term in English. It is most certainluy not "observatory". Thanks!

You can also find many blogs that belong to independent spectators, they usually are not directly involved in the country's affairs, they sort of comment ongoing situation in specified country/around the world. Something like "political commentators".
