Spanish term or phrase: competencias federales
Whereas competencia, as far as I know, often means skills or competence, here is seems to refer to an office or division of a minsitry. Is that an established usage? The text is abuot Argentina. Thanks!

Las Direcciones y Delegaciones Regionales actúan como representantes del Ministerio en particular, de la Secretaría de Trabajo, en todo el territorio nacional, para asistir a las realidades regionales del país. Entre sus principales funciones se encuentra el desarrollo de actividades de fiscalización del trabajo, en el marco del PNRT y de las competencias federales. Además, atienden cuestiones relativas a las relaciones laborales, como la gestión de la negociación colectiva, y colaboran con la Dirección Nacional de Acciones Sindicales en la realización de los trámites vinculados con el desarrollo de las organizaciones sindicales.
