From a paper about employment policy in Argentina. There are very very few references on the internet to either "socio-employment" or "socio-labor" policies, so I am looking for something less literal. Thanks in advance!

A partir de este antecedente, es posible identificar dos períodos contrastantes respecto de la política de empleo en Argentina: el período 1991-2000 y el período 2002-2012 (Cuadro 1). Estos dos momentos están separados por la crisis económica de 2001, fenómeno que produjo un importante cambio en el esquema macroeconómico y en las políticas sociolaborales.

Explanation:
why not?

Since this is preceded by reference to macro stuff (very general and aggergated) I think it's more likely that they are referring to labour policy in general than some specific type of labour policy.

However, I think familiarity with the specifics of the Argentinian context (more than I've got anyways) will be needed to be sure here.
