agree  Charles Davis: I was toying with "slumber peacefully", which I rather like (Dickens uses it for forgotten possessions) or "lie abandoned", but on balance I prefer this. // Thanks! But the trick is not to overdo it, which is why I like "undisturbed".

My sense is that the intended meaning here is nothing more or less than that the bill in question was ignored and forgotten....
