The private recruitment agencies are, of course, co-employers of the workers that they deploy by virtue of the JSL. It is in their interest therefore to ensure that their foreign principals treat migrant workers well and religiously observe the provisions of the employment contract. For instance, if there is reluctance or delay in causing the repatriation of the remains of a deceased migrant worker, the government can take over and assume the responsibility which can be charged to the account of the recalcitrant agency.
