I saw some English translations for 想い入れ but those didn't seem to apply in this case. Does anyone know what this means?

General policy, economic matters, or else all depend on context.
Also whether he is to EU itslef, to EC, or even Great Britain is not clear from the context.

I wonder if, when you say this "but those didn't seem to apply in this case" you are thinking 強い想い入れ as personal emotion such as love affair.
Of course we cannot surmise that is the case here, as matter is clearly public affair (of probably diplomatic relationship).

About 由.
広辞苑 says 伝聞の内容を表す。だそうで。 「お元気の_」
So direct translation would be "I've overheard that .........".
My answer "appears" is summation of this.

agree Anders Olsson (X) : Agree, but I would use Europe instead of EU. Strictly it just says Europe and Europe is more than EU.

I agree. Europe would be more straightforward choice. I have a tendency to look between lines.
agree mstkwasa : With Anders in principle, yet Europe might mean the EU here - the asker probably can discern whether it is about Europe in the general sense or specific EU trade policy etc.

disagree michiko tsum (X) : Not strong reason, but strong feelings/Yoshi here means "they say" or "I hear" as both Susan and I stated in our comments. What strong is his feelings toward Europe not the reason for favoring something. Also, I agree with mstkwasa-san.

i used 'reason' for 'yoshi' to suggest an addendum to '今回の選定作業でも鍵を握る人物'. i.e. he's a "keyplayer/black hourse" because of his close association with president lula, and also because of europe's jubilation..

To me, the source text sounds more or less informal/colloquial. I thought my translation gets into the swing of it.

He is into (or,favours) Europe

思い入れが強い here means he has a strong interests in Europe, or European policies. It might mean he has a strong connection (not in a romantic way) in Europe. 由 means, if I remember correctly, "reason" but I think it is more like "だということです”。  Hope this helps.
