I am completely new to this! I have downloaded Trados Tag Editor, uploaded my file but forgot to set the source and target languages. How/where can I do it now?

Close TagEditor. Run Workbench and create a translation memory with the correct languages. Then, while Workbench is running with the TM in it, try using TagEditor again.
Alternatively, open the TTX files in a text editor and change the "source language" and "target language" tags near the top of the file.
