Carshalton College'e hoşgeldiniz

I would have thought that as 'Carshalton College' is a proper name and the people being addressed are certainly aware what kind of institution it is, the name alone is quite adequate. Note that the suffix 'e' is added, the equivalent here of 'to', and there is a convention that an apostrophe is used to separate a propernoun from suffixes.

Welcome to Carshalton College: Carlston (X)' e Hoşgeldiniz

There is an important point.
College in Turkish means "Kolej " but it
means a High School not University.Generally mean a High School established by foreigner but nowday rural ones as well. As an example Robert College in Turkey were established as a High School and Universty together meaning an original College in American sense. But Later owing to Turkish Educational system and a lot more seperated into Bosphorus University and Robert College as a High School (with no relation anymore) and College as Turkish meaning "Kolej" means only High School. İf you have target mass of students in Both you should emphasize both
"Carshalton College Lise ve Universitesine Hoş Geldiniz"
but if you mean only a University preserve the College with the Carshalton( as a private name together) and repeat Universite as
" Carshalton College Üniversitesine Hoş Geldiniz"
