Explanation:
Low confidence... Rang de Compétence ... pure conjecture.

You shouldn't get into trouble if you just said "I don't know what RC stands for" to the client.

Skill levels required

Explanation:
Even though the gist of the French text is "Skill levels achieved", this is what fits, as per your context, i.e. "skills needed".

I remember learning some translation theory at some point whereby it was ok to change a heading to fit the text below it (in contracts, in particular).

No point translating "RC Obtenu" literally if it wrecks the overall meaning of this section of your text.

neutral  Mpoma: Yes, now I read the question properly something along these lines may be marginally preferable ... But I don't think you can just say "I don't care what RC stands for". I think the client needs to be asked in a case like this.

-> The "R" is "Recueil", "Résultat" or "Résultats", the "C" is "Compétences", but what "Obtenu" means is anyone's guess...obtained by HR? But the overall meaning is clear. Obviously it's always better to ask the client, but when you're 99.5% sure...

neutral  writeaway: In that case, how would you translate requis?
15 mins
-> I don't understand. The word "requis" isn't in the text provided as context.
