The Court of Appeals of the District of San Pedro Sula [Corte de Apelaciones de la Sección Judicial de San Pedro Sula] ruled, modifying the reason for the dismissals, “ruling the dismissal of the charges on the grounds that the felonies which set the proceedings in motion did not take place, including the crime of terrorism, which was one of those object of the complaints and charges” (emphasis added).

Sección Judicial в переводе с испанского означает «судебный округ».

Соответственно:

Corte de Apelaciones de la Sección (или: Corte de Apelaciones Seccional = Sectional Court of Appeals) – Окружной апелляционный суд (либо в данном контексте: Апелляционный суд округа Сан-Педро-Сула)

Хотя, с учетом того, что в самом Гондурасе эти суды именуются 'cortes de apelaciones seccionales', а испанский Мультитран дает вариант tribunal seccional = окружной суд ( http://www.multitran.ru/c/m.exe?t=406926_5_2&s1=tribunal sec... ), м.б., и просто окружной апелляционный суд
