I agree that осуществлять угрозы means "to carry out threats", but would prefer to use "existing threats" as a translation of уже осуществленных угроз in this particular sentence.
Either you get into a competitive position first, by intercepting (перехват) the competitors, or you repel / drive out a competitor who has got there before you. A competitor who has got there first could be considered an "existing threat".

I take осуществленных угроз to mean \"threats which have become a reality\", in other words, existing, as opposed to potential, threats.
Either you get into a competitive position first, by intercepting (перехват) the competitors, or you repel / drive out a competitor who has got there before you. A competitor who has got there first could be considered an "existing threat".
