I think that the author means either "selects" or "weighs," but in case I'm missing something, I thought I'd post this question. The "crossing points" would be the point at which they leave Africa and the point where they want to arrive, somewhere along the EU shoreline.

"Picking and choosing" is an idiomatic expression meaning being very selective. Multitran, I think has the right idea, except that immigrants are no longer choosing the most convenient crossing point. They are now willing to go to greater lengths (more money or more personal risk) in order to cross at a crossing point thought to have a greater chance of success. This is what I understand to be meant by escandolar - to spread out, or reducing teh number of crossing points by eliminating those that have least chance of success.
