Смотря о чем идет речь - упаковка может быть "Packaging" уже затаренных товаров. Тогда затаривание - это уже специфическое название упаковки, подходящее к продукции/промышленности

A nice simple answer. Use one English word for two Russian words. On the principle that the Eskimos have two hundred and however many words for snow, perhaps the Russians just like to categorise their packaging more than the English-speaking world.
