As we understand it, this is a detailed set of guidelines that accompany a building design project. To translate it literally as "explanatory note" would not sound right at all. Perhaps detailed set of guidelines is the best we can do... but is there a more specific translation for the term in this context? Calling all engineers and builders...

Technical summary


Explanation:
In my experience that's what it looks like.
I understand the guidelines as basic norms.
But the "explanatory note" is usually just that -- a discription, detailed enough to give an idea of technologies and materials but not sufficient to actually construct the building.
