¡buenos días!
no entiendo muy bien a qué se refiere con "communities". un par de fragmentos del texto:

"Communities make so much money on speeding tickets that the goverment refuses to put speed limiters on cars."
"Why are cars not required to have limiters so that they don't go that fast? The answer: it would cost the communites huge amounts of money in profist from speeding tickets and the oil companies enourmous profits in gasoline."

Creo que se refiere, en este caso, a las pequeñas localidades o ciudades. Seguramente, el dinero de las multas las cobra el municipio o algo similar, por eso, por otro lado, utiliza government. Creo que si es para la audiencia hispana de EE.UU., lo mejor es usar comunidades.
