наблюдать/следить за действиями подрядчиков Explanation: Мне кажется, в этом контексте уместно именно "наблюдать/следить", т.к. (подстрочник) "местные власти обязаны .... по отношению к подрядчикам и могут понести субститутивную ответственность за их действия по восстановлению...". Ну не заботиться они должны, а именно следить.
