My question is to Proz.com: why are you not blocking this crook??

I got an email from this persona as well Sep 11, 2019

I'm glad that I checked here before I gave her/him our bank information. Just felt weird that someone (individual, not a company) would agree to send 50% of the payment before a project starts (maybe it's just our case that we seldom get paid ahead of time).
