Lech Kaczynski powita Wiktora Juszczenke nie w Warszawie, ale w Plocku. Tutaj dziala najwieksza polska refineria--czyli potencjalny odbiorca ropy z nowego rurociagu, oraz spolka PERN, ktora przygotowuje wspolnie ze strona ukrainska jego budowe. Ropociag ma polaczyc Brody na Ukrainie z systemem istniejacych w naszym kraju rurociagow, tak by ropa kaspijska mogla trafiac do Gdanska, a stad statkami do innych odbiorow w Europe. Dlatego tez ma istotnie znaczenie dla Unii Europejskiej--jako alternatywna wobec rosyjskich rurociagow droga zaopatrzenia kontynentu w surowiec. Translation - English Odessa-Gdansk Oil Pipeline Project Precarious
The chances for building an oil pipeline from Ukraine to Poland will be discussed on Wednesday (7 March) by the presidents of both countries. What the politicians want may be not enough, especially considering that the pro-Russian lobby opposed to that project is growing in Kiev.
Ukrainian President Viktor Yushchenko supports building the Odessa-Brody-Gdansk pipeline. But he will have to convince PM Yanukovych in favor of that investment.
Lech Kaczynski will greet Viktor Yushchenko not in Warsaw but in Plock, the site of Poland's biggest oil refinery, that is, of the potential recipient of crude oil from the new pipeline. Plock is also the site of the headquarters of Friendship Oil Pipeline Operating Company [known by its Polish initials PERN], the company that would be planning the construction of that pipeline jointly with the Ukrainians. The pipeline would link Brody in Ukraine to the existing system of pipelines in our country so that Caspian Sea crude could be transmitted to Gdansk and thence by sea to other recipients in Europe. That is why it is of major importance to the European Union--as an alternative to Russian pipelines for supplying the continent with crude oil.
To be sure, this project has for at least the last seven years remained in the planning stage. Experts point to two reasons. One is economic: Oilfield developers from Kazakhstan and Azerbaijan still have not explicitly declared that they will provide the crude. The other reason is political: Kiev's energy policy has been equivocal....
