Payment Authorization Explanation: "Sarf Kararı" literally means "decision/decree to expend." In legal proceedings, writing of "the decree to expend" refers to the authorization for payment to be made; a) to a lawyer as attorney's fee (where the lawyer is appointed and afforded by the court without the choosing of the represented party) or; b) to an "expert witness" as service fee (or sometimes just to any witness caused to be present at the hearing as "conduct money").
