unter allen Titeln

Law (general)
Legal submission
'Falls der Erstbegünstigte "unter allen Titeln" verhindert ist, ein Mitglied des Stiftungsrates zu ernennen, sind die verbleibenden Mitglieder des Stiftungsrates ermächtigt, eine uZuwahl vorzunehmen.'
This appears is a legal submission in a case about trust supervision. It's obvious what the literal translation is, but there is clearly a secondary, specifically legal meaning here that I can't find a reference for.
Thanks in advance for any suggestions.

In the case/event that the primary beneficiary is definitively/expressly prohibited from nominating a member of the foundation council, the remaining members of said foundation council are authorized to initiate proceedings to elect a new member.

I think here it is being used to ensure that the right to select a member of the Stiftungsrat only passes to the remaining members if there is a real incapacity on the part of the Erstbegünstigte to exercise the right, not a mere delay or failure to act.
