scarification and levelling (see below)
1) Rough up (scarify) the compacted ground and remove sand and gravel fill by raking. Level the area with.....
2) It is also possible that there is a mistake in the source copy - there seems to be a verb missing in it anyway.
It would make more sense if the compacted area would be scarified and then levelled with sand and gravel as a drainage layer before laying the mats and grass sods on top.
