Which of these to use depends on the context.
As far as I know, the term "tax exemption" is usually used that one can claim one's income or certain part of one's income to be exempt of taxes - no taxes are levied on a certain type of transaction or activity or income on certain conditions, but not necessarily on all incomes or transactions of similar kind.
"Non-taxable" means that certain income or merchandise is not levied any taxes upon in general - for example, in the U. S. food is not taxable, i. e. when one purchases food in store, one never pays sales tax (however, one does pay sales tax for dishes purchased at a restaurant). The nature of transaction or merchandise makes it non-taxable and no special application is needed to make it "tax exempt".
