agree  philgoddard: Site clearance was the nearest I could get to it, but there may be an exact equivalent.

  -> That was my initial guess, too. Expropriation expenses, suggested by Nadia, should work, too, but it doesn't fit in with the other items on the list of expenditure (expropriation = capital cost, not an operating expense)
