Explanation:
Hard to tell without more context, but this could refer to the other departments in the company (outside of IT). Since they are talking about speeding up appliations for insurance, even sales department may fit. "Fach"-compounds are often some of those wonderful German words whose meaning changes from author to author and sentence to sentence! I'd suggest almost anything other than "specialist"!!
