Couldn't it simply mean administrative costs incurred during the year? It would seem to fit with the next part of the sentence about expenses incurred.

Just an idea...

Asker: Thanks, this makes sense - at the moment (I could be persuaded to change my mind) I am inclined to translate it is "fixed professional fees" or very similar
