Hi, I'm translating descriptions of possible frauds or infractions committed by insurance solicitors (I have asked another question about this today; I'm definitely having a hard time with this text...)
I am now at a passage very similar to the following (you will find a few google hits for roughly the same sentence) describing an act causing losses:

保険業に係る現金、手形、小切手又は有価証券その他有価物の1件当たり100万円以上の紛失(盗難に遭うこと及び過不足を生じさせることを含む。)

What do you think 過不足を生じさせる means here?? I believe that normally 過不足 would translate as surplus/deficit?
