"...is to use a ResetCSS to neutralize all style instructions." The intention here is to override the mess made by overly zealous application of CSS by returning the web site to a default style and appearance. I assume ResetCSS takes precedence over all other stylesheets and CSS instructions (selectors/declarations), thereby _neutralizing_ their effects.
