LEO: open pit = Tagebau; according to the Wikipedia article on open pit mining, open cut is a synonyme. <BR>
"to cut back" usually means "to reduce", but that doesn't make sense in this case. According to some references, cutbacks are used to expand the pit. Similarly, the German "Abbau" also has several meanings. <P>I don't have an exact translation of cutback in this context.
