I don't really understand the confusion here.

To me it would make sense that, in the context of a loan, the "expenses" of concern would be unexpected in nature (i.e., emergency expenses). The term "incidental expenses" usually refers to expected expenses (see http://dictionary.reference.com/browse/incidental).

This really leaves, among the options offered, only "unforeseen expenses" and "emergency expenses" as viable options, and the latter appears to be more commonly used. It also makes more sense that one would be applying for a loan for an emergency that has occurred rather than for something unforeseen that might occur.
