The Greek translation of the directive keeps "δύνανται [...]" more simple (and more to the point). :)


Κατά την εφαρμογή αυτών των αρχών, των λεπτομερών
κατευθυντήριων γραμμών και των απαιτήσεων που αναφέρονται
στην παράγραφο 1, σε μη εμπορικές κλινικές δοκιμές που διεξάγο-
νται από ερευνητές χωρίς τη συμμετοχή της φαρμακευτικής βιομη-
χανίας, τα κράτη μέλη ------μπορούν να καθιερώσουν ειδικούς όρους
ώστε να λαμβάνεται υπόψη ο ειδικός χαρακτήρας των δοκιμών
αυτών όσον αφορά τα κεφάλαια 3 και 4.

or
you:
a. translate verbatim:


δύνανται να καθορίσουν με όμοια με την παρούσα απόφαση:
may be determined through similar to this (ministerial) decision (etc.)


or
b. you ignore your "source", and render the paragraph exactly the way its content was stipulated in the Directive.

I would go for the second option, and add a TN for the benefit of the client -if it is possible with the type of documentation you are handling, or simply drop an email to the clients to inform them why I have opted for b.

:) The specific modalities are "όμοια" here (i.e. specific modalities -similar (and in accordance to) the guidelines, etc.

(Btw: it is highly unlikely that the Greek OJ has the number of errors your text has. Are you sure it has been "copied" correctly? :( ;))
