This is (I assume) the person organising the study, but the word 'promoter' in English has commercial connotations that may not be intended here. Do you think it could be used in any case, or would it be better just to say 'researcher', or supervisor/director of the study?

Just to give you another choice - this texte de loi seems to refer precisely to your case. I think I would say applicant in this case. That way you include your idea of supervisor, and also of those paying, all in one go !
