You must have a Translation Memory open in Translator's Workbench that matches the target language. This is what will set the target language .tag file's encoding when you "Save Target As..." from Tag Editor and generate the translated .tag file to import back into QXP.
This is what在这里是“……原因的”意思吗？与When的关系是什么？
