First off, the English version of this sentence is really bad.
It should read: There is great leadership potential emerging..., or There is a great potential for leadership emerging...
Since this is a Sociology/Social Science piece, and the author is not a native English speaker, I think 'not the least' actually stands for 'not just'
It seems like this sentence should read something like this:
There is great leadership potential emerging amongst young people and women, and not just among migrants from Latin America, but also from migrants everywhere/from outside.
I don't really believe that the author is saying: "there is no leadership potential coming from Latin American migrants..."
So, Claudia Goncalvez seems to have the best translation, given the sentence was so badly written and we have to use common sense to 'guess' what the author actually means.
It should read: There is great leadership potential emerging..., or There is a great potential for leadership emerging...
