As far as I know that is the "definition" for the normal payment days, that is, excluding the bank holidays and weekends, in Britain. It may be diferent in USA.

La traducción de día franco es day off, sin embargo, no va con el contexto. Opino que en el texto original debería decir DÍAS HÁBILES, y en ese caso, la traducción podría ser clear day, pero pienso que WORKING DAY.

Explanation:
Lawful day = día hábil (franco)
Calendar day = día natural

This is very confusing because "día franco" is mostly used as the equivalent of "day off". This is why I'm only rating confidence as medium.
