"Stipendium" ist das hier sehr wahrscheinlich nicht. Eher sind hier "Unterstützungsmittel" oder "Förderungsmittel" für einen bestimmten Zweck gemeint.

Zu Deiner Zusatzfrage: Im vorliegenden Satz, so wie er isoliert dasteht, ist nicht auszumachen, was genau mit "directed" gemeint ist. Wer ist XY überhaupt? Kann es sein, dass mit "directed" hier "verfügen über" oder "einsetzen" oder "verantwortlich sein für" gemeint ist?

"Direct a grant" normally means direct the financial support to a beneficiary. It could also mean "direct a grant project" : several people were involved in the HRSA grant projects and she was leading them?
