is this sentence correct?

Shared mindset
- To what extent does our organization have a culture or identity that reflects what we stand for and how we work that is shared by both customers and employees?

Accountability
- ***To what extent are we able to ensure execution though a mindset that high performance matters here?***

These questions appear in a audit concerning organizational capabilities. I have problems figuring out the structure of the second one.

by instilling a mindset

I think the author wants to question how successful the organization will be in establishing or enforcing ("execution") accountability when a mindset that values high performance is instilled in everyone's -- what else -- mind. :)
